CHAPTER 1 - MISSIONS AND OBJECTIVES

1-1 BASIC CONCERNS

The Aerospace Science course introduces the historical, scientific and technical aspects of aerospace. Leadership education provides experiences to develop discipline, responsibility, communication skills, and citizenship. Leadership Education also includes wearing the Air Force uniform, the proper use of Air Force customs and courtesies, participating in drills and ceremonies, giving and receiving instructions, and acting as leaders and members of the RI-962nd Group. You do not incur any service obligation by participating in the program.

PUBLIC LAW 88-647. The Reserve Officers’ Training Corps Vitalization Act of October 13, 1964 is the authority to operate Air Force Junior Reserve Officers’ Training Corps (AFJROTC) programs in secondary schools.

AFROTC INSTRUCTION 36-16, Air Force Junior ROTC (AFJROTC) Curriculum, describes the curriculum of the AFJROTC program and policies and procedures for AFJROTC units. It gives guidance for organizing the cadet corps and provides other direction in the operation of the RI-962nd AFJROTC Group. AFROTCI 36-2001 is the primary reference for this guide.

d. To be eligible for membership in the RI-962nd AFJROTC program you must be:

1. Enrolled in and attending a regular course of instruction at Rock Island High School.

2. At least 14 years of age.

3. A citizen of the United States of America.

4. Physically fit to participate in AFJROTC training (you are considered physically fit if you are qualified for the Rock Island High School physical education program).

e. Students may transfer from Army, Navy/Marines or other AFJROTC units with full credit for training already received.

f. You may be dis-enrolled for:

1. Failing to maintain acceptable course standards, failing grades, improper haircuts, unacceptable grooming, incorrect uniform wear, failure to wear the uniform when required, (3 uniform failures result in an "F" for the semester).

2. Inaptitude, indifference to training, disciplinary problems, or undesirable traits of character.

3. Failing to remain enrolled in school.

g. A CERTIFICATE OF COMPLETION is presented to a student in good standing who has completed at least three years of the AFJROTC program. A cadet must have this certificate in his/her possession when enrolling in a college level ROTC program, or when enlisting in the armed forces, in order to gain the benefits of successfully completing the AFJROTC program.

1. With the Certificate of Completion, the cadet may be excused from one year of the General Military Course (GMC) of the senior AFROTC program. This privilege must be arranged with the Professor of Aerospace Science (PAS) when enrolling at the college or university.

2. If the AFJROTC cadet elects to enlist in the Armed Forces, the Certificate of Completion will allow enlistment in pay grade E3 in the Army, Navy or Air Force. Enlistment in the Marine Corps will be in pay grade E2. This provides for immediate monetary benefit. It also places the cadet ahead of other personnel enlisting at the same time and, theoretically, makes the cadet eligible for promotion ahead of other enlistees who enter at the same time.

Note: In order to receive the benefits outlined in 1-1 g.2 the Certificate of Completion must be endorsed by and/or accompanied by a letter from the ASI recommending enlistment at higher grade. It is possible to receive the Certificate and NOT receive the endorsement and/or letter from the ASI.

h. A CERTIFICATE OF TRAINING is presented to a senior cadet in good standing who completes two years of the AFJROTC program.

1. With the Certificate of Training, the cadet may be excused from one semester of the General Military Course (GMC) of the senior ROTC program. This privilege must be arranged with the Professor of Aerospace Science (PAS) at the time of enrollment in the college or university.

Note: These certificates are not awarded automatically, based solely upon academic grades. Consideration is given to total performance and achievement as a member of the unit. It is possible to complete the course and NOT be considered to have met the total requirement for award of the certificate. Final determination for the award rests with the ASI and the Rock Island High School principal.

1-2 AFJROTC MISSION

                 a. AFJROTC Mission Statement: To educate and train high school students in citizenship; promote community service; instill responsibility, character, and self-discipline; and provide instruction in air and space fundamentals.

                 b. The AFJROTC program has been designed to help you develop:        

                 1. An appreciation of the basic elements of and requirements for national security. 

                 2. Patriotism and an understanding of your personal obligations to contribute toward national security.

                 3. Respect for and an understanding of the need for constituted authority in a democratic society. .

                 4. Habits of orderliness and precision. 

                 5. A degree of personal honor, self-reliance, and leadership.

                 6. A knowledge of fundamental aerospace doctrine.

                 7. Basic military skills. 

                 8. A knowledge of and appreciation for the traditions of the Air Force.

                 9. A knowledge of career opportunities in the Air Force and the aerospace community.

1-3 Instructional Objectives

              a.   Develop pride in our nation and it's honorable traditions and an understanding of the requirements and obligations of good citizenship.

              b.   Develop respect for and obedience to proper authority and understand and accept military courtesy.

              c.   Provide an environmemt for experience and growth in the attitudes, disciplines and techniques of effective leadership.

              d.   Understand the United States organization for national defense including  the history and structure of military and civil aerospace technology and programs.

              e.   Understand the structure of the universe; the solar system, atmosphere of the earht, principles and theory of flight in air and space, propulsion systems and instrumentation.

               f.   Develop good personal appearance including neat military grooming, cleanliness and proper wear of a military uniform.

               g.   Develop qualities of honorable behavior, high ideals, self-confidence and responsibility for the consiquences of one's actions.

1-4   Grading Policy

                a.   You are graded in two areas in AFJROTC:  Aerospace Science (AS) and Leadership Education (LE). AS instruction is normally conducted three days per week. AS grades will count for 60% and leadership performance and evaluation grades account for 40% of your grade for each six-week period.

90-100       EXCELLENT PROGRESS

80-89         GOOD PROGRESS

70-79         SATISFACTORY PROGRESS

0-69           FAILING 

              b.   Grades for homework, tests, reports,projects and presentations are averaged for a numerical grade for AS. Grades for leadership tests, promotion tests, cadet activities, classroom conduct and uniform inspections are averaged for a numerical garde for LE. Your total grade will be attained by combining the AS (60%) and LE (40%) grade for the grading period.

              c.   You are encouraged to understand the importance of your grades. Aerospace Science instructors will discuss your grade upon request.

             d.   Leadership grades are determined partly by efforts toward promotion. You are expected to accomplish requirements for promotion to the next highest grade every six-weeks, from Cadet Airman through Cadet Technical Sergeant. If you do not qualify for promotion, you are still graded on your efforts toward promotion.

            e.   You may imprve your AS grades by voluntarily building aerospace vehicle models or making in oral or written presentations (reports) on the topics related to aerospace or other ASI approved subjects. You may use any instructor approved reference source.

           f.   You may improve your LE grades by participating in cadet activities, by maintaining good conduct in class and by presenting a wery sharp and correct appearance on uniform days (including proper grooming and arrangement of the hair.)

1-5          MERIT/DEMERIT SYSTEM
The Activities Ribbon award is earned by those cadets who have shown outstanding service to the RI-962nd group. A minimum of 50 merits is needed before you are authorized to wear the service award.
 
You are responsible for maintaining an accurate record of all merits. Record of merits earned will be collected monthly and compared to a list of activities. Demmerits will then be subtracted and a compoete record of total merits will be posted. You willbe required to verify participation at events to receive credit for working.
 
The Aerospace Science instructors will also use the Merit/Demerit system to determine honor flight for a given month as well as the outstanding flight of the semester.
